Task scheduler stopped working vista

I have a second computer running Vista and the Task scheduler engine has stopped working. It will not allow me access to the internet and several other programs. How do I fix it? Method 2 There is a possibility that some third party programs installed on the computer is causing the issue. I would suggest that you perform clean boot and check.
