What if you need to open an almost ready PDF file which is made by some other company? Sure you can create HTML code for these pages too, but do you get one single file if you need to edit only page 2 and 5 from 8 pages? All the php to pdf librarys are great to work with only if you are not intending on creating active forms.

HTML is still measured in mm or inches, and is there a way multiple pages page 2 from an invoice for example. But usually if you get the look ok on the Web page, the print out is pretty similar.
